Project - Program Manager

Accomplished engineer with experienced background in building Project/Program management and design of electronics products for commercial and military systems. Highly developed business skills from contracts negotiation to production deliveries. Extensive insight in requirements interpretation, planning insight, system solutions, cost/risk estimating, production resources, and developing hardware with complimentary software.

SUMMARY OF PROFESSIONAL EXPERIENCE

Program Manager, 3 Years, Curtiss Wright Controls 2003 to 2006

Responsibilities encompass hands-on engineering contract definition, scheduling, cost analysis, project planning, requirements specifications, and responsible documentation.

  • As Program Manager developed a fighter aircraft Digital Signal Processing system, the largest single high value contract, $3.5M, for Curtiss Wright Controls.
  • Achieved exceptionally high customer satisfaction on several projects. Ruggedization project was moderately challenging environmental, with hands- on test verification. Another customer provided us with their newly written requirements, a most difficult rewrite process.
    • Created prototype by-hand, then developed, modified, customized; customers’ single board computers to fit multi-processors with CompactPCI and VME PMC form-factors and provided products for I/O and memory applications within those form factors.
    • Developed high performance digital signal processing products for harsh environment applications needed by defense customers for the following military applications: radar, sonar, signal intelligence, and image processing with combined sales up to $15M.
    • Wide range of card products evolved to most marketable line of standard and rugged enclosures, this set a good price for cabinet modules, and competitively priced operator station equipment per specifications. All convection or conduction-cooled products were priced to maximize card sales.
  • As Business Manager for Sales, teamed with, Engineering, and Production, goal was to write 20+ proposals in one year, establishing 60% of company’s business.

Program Manager, 8 years, Hughes-Raytheon, Ground Systems Group 1973 to 2003

Meeting with Division Management, responsible for heading multiple programs, managing assigned programs, directing, coordinating, and contributing to contract information, generating price estimates and the customer, subcontractor, and vendor liaison.

  • Managed new audio concepts on a $100M five-year Human Systems Integration R&D contract for important Navy Watch Station. New 3-D Displays, 3-D Sound, and advanced operational layouts provided 3-5 increases in operator performance.
  • Acknowledged by US Navy with Award of Excellence for leading a team of 33 on-site companies in developing a set of standard Command, Control, Communications, Computers, and Intelligence requirements for the Department of Defense.
  • Headed the R & D team to initiate design and production of new Air Traffic Control products, initiating a worldwide, $1 Billion dollar a year business, and doubling Air Defense market potential.
  • Excellence Award given for excellent design to the new Air Traffic Control products, and Air Defense potential customers.

  • Designed requirements management project that captured, linked, traced, analyzed and managed variety of information, ensuring design compliance to requirements and standards within a $500M Navy project.
  • Developed a consistently successful Proposal Writing career, by capturing 50% of new business proposals written as a Business Manager at Hughes, which exceeded the norm by 75 % from Marketing.
  • Redesigned closely coupled, multiple Intel 80486 computer, circuit card design leading to proprietary hardware and software solutions for Japan. Related software applications included Ada, and C++. GUI software include, graphics and image data display and management software solutions using Core, TREX, TerraSoar, ImageNet, Java, XML, and many others.
  • Designed seven Application-Specific Integrated Circuit (ASIC) chips, combined in a proprietary manner with very high density Video-RAM chips, resulting in patented products critical in creation of very high definition Sony FAA monitors.
  • Displays Expert, selection and specification of CRTs, Flat Panels, Light Valves, using SID, Journals, and Trade Studies. Analyzed miniature image source and light valve technology characterizing optical system architectures, electrochemical properties, manufacturing techniques, expected yields, potential price trends, and projected market share for Ray Tracing and Architect of Image Light Amplifiers, plasma display panels, field effect displays, and active matrix LCD displays. Precursor to today’s High Definition Commercial TV’s.
  • As an MBA student and full-time employee, wrote a business plan, for a major Hughes product line, which projected sales increases five fold and improved quality by ten times.
  • Acquired R&D funding to develop full color raster display suite in place of monochrome calligraphic displays for the U.S. Navy.
  • Detailed Designer of Processors, Memory, Networks, and Operator Entry Devices using Mentor, MATLAB, Verilog HDL and Detailed Designer of Video and CRT Deflection Circuitry using MATLAB, and SPICE. Ranked in top 1% of new hires, by demonstrating technical expertise and attention to detail in designing several perfect cards, which resulted in my early promotion.
  • Achieved fast-track promotions throughout initial career, and hired up to 120 subordinates by showing maturity, attention to detail, and technical ingenuity.
  • Promoted to Department Manager position, managing 120 Engineering’s, within a 14-year period, which exceeded the normal timeframe by half.
